Component 3: Contribution to KAPS institute of Research and Development becoming fully functional for the benefit of all public safety agencies in Kosovo 
The component 3 in the Kosovo Twinning Project has recently succeeded in achieving a number of key objectives in R&D related issues. Guidelines for projects at KAPS were confirmed and a network of R&D contact points for public safety as well as their task descriptions was approved. These two documents support the building of R&D infrastructure and implementation of individual projects in KAPS during the Twinning-project and beyond.
Launching and implementing R&D projects on public safety is the most important objective on R&D activities in this Twinning-project. The agenda for each mission in the component three has included an establishment of R&D-projects. In order to support and enhance project work, an account of R&D-profile as well as descriptions of the first projects are now ready for being displayed at the KAPS web-sites. Next mission in late November will focus on enhancing R&D capabilities further at KAPS.

12 mission weeks – 9 missions completed

8 mission weeks – 3 missions completed
3.3 Conduct relevant studies in the field of public safety that would be beneficial for all public safety agencies in Kosovo and their policy making process
14 mission weeks – 2 missions completed.
Out of total 34 mission weeks 14 mission weeks by 5 STEs has been completed by November 2017.
