 The purpose of the EU Twinning Project “Further Support to Public Safety Education in Kosovo” KS 14 IB JH 01 is to improve further the educational system for judiciary and law enforcement agencies in Kosovo, and for the successful implementation of the Development Strategy and Action Plan for the years 2014 – 2018, and to create a sustainable vocational training structure for all public safety agencies in KAPS. The new curricula will be implemented by KAPS in close cooperation with all public safety agencies, as foreseen by the Law on KAPS. An internal quality assurance system in KAPS should be adapted for the needs of vocational trainings, which supports the validation process of new curricula for opening the studies in 2018, and the applications for accreditation will be drafted according to the criteria defined by the National Qualification Authority.

In addition further support to the Board of KAPS as a responsible body for all strategic level decisions, including the approval of new curricula will be given including counseling of the Board members on individual level to enable sustainable coordination of vocational trainings for the Public Safety Agencies on the highest level. This means easier, faster, and more flexible access to learning environment, modern student counseling system and e-learning experience. A feasibility study of the potential Master level studies will also be launched in cooperation with OSCE in order to identify the needs and possibilities to establish a Master level program in KAPS.

Another goal of the Twinning Project is to support KAPS in the development of the Bachelor program, in order to have a better correlation with the needs of respected agencies and academic performance. The project started with a gap analysis addressing the differences between expectations of all interest groups and the reality, and it was followed by a clear roadmap with activities for implementation. There are few developments related to staff mobility in the area, which again is one of the critical success factors of Bologna declaration.

Finally contribution to KAPS Institute for research and development becoming fully functional for the benefit of all public safety agencies in Kosovo serves an overall purpose of the project to provide high quality public safety and security education, research, and development in Kosovo. Including strengthening co-operation with national and international research organizations, and conducting relevant studies in the field of public safety that would be beneficial for all public safety agencies in Kosovo and their policy making process.

Finnish KFOR visit at KAPS

On Friday the 7th of July five soldiers from the Finnish KFOR LMT visited the KAPS campus. They were given a tour on the premises and presentations on the Twinning project and other operations within the Academy.

On holiday

The Twinning project staff will be on holiday from 24th of July until 18th of August 2017.

In the Academy for Public Safety (KAPS), the fourth meeting of the Steering Committee of the Twinning Project “Further Support to public safety education in Kosovo” was held, where during the presentation of the reports participants recognized the progress that has been made in the fulfilment of this project.
